update to SEI watchdog data rate in the science frames

Abstract:

We have increased (HPI) / want to increase (ISI) the data rate for the watchdog state in the HPI and ISI models. The new plotting tools for the ISI and HPI watchdog are much more clear when the state data rate matches the model rate.
